DescriptionSALARY$64.22POSITION SUMMARYCoordinates the
activities of personnel involved in the planning and design of
various engineering projects relating to signal equipment,
including interlocking, overspeed protection, block signals, grade
crossings, pedestrian crossings, remote control, centralized train
control and various related systems to provide the Authority with a
signal system that maximizes safety, operational flexibility and
maintainability.QualificationsPRIMARY RESPONSIBILITIES
- Coordinates construction of systems between manufacturers and
design consultants, initiates contract change orders and performs
field inspections of signal equipment and installation, approves
track layouts and fabrication drawings for signal hardware and
equipment; approves contractor requests.
- Oversees and reviews the consultant development of plans,
specifications, estimates, budgets and schedules for signal
construction projects. Develops scope of work for consultant
designed projects; reviews/approves consultant submittals,
schedules, estimates and pay requests.
- Coordinates and instructs lower level signal design engineers,
draftsmen, student interns and engineering trainees in design
activities and inspection of existing and new equipment. Develops,
maintains and updates Railroad Signal Design Criteria and
Standards. Provides technical leadership for Signal Systems.
- Coordinates the gathering and analysis of pertinent information
in order to prepare contractual drawings, specifications,
requisitions, material orders, budgets and estimates for complex
signal installations by maintenance personnel and Contractors.
- Coordinates construction projects with involved government and
regulatory agencies.
- Organizes complex activities for the development,
implementation and maintenance of signal engineering projects.
- Provides support for the development and updating of capital
improvement plans with emphasis on Railroad Signal
infrastructure.
- Coordinates signal system requirements and operational needs
with CTA operations planning, engineering, transportation, and
maintenance representatives.
- Determines test procedures and conducts system testing to
verify that installations by Authority personnel, Contractors, etc.
are safe and according to specification. Coordinates and plans
construction staging and signal cut overs.
- Designs and/or coordinates the design of electrical wiring
circuits, compressed air systems and the installation of signal
interlocking and other related equipment, including station
interfaces.
- Determines equipment layouts and space requirements.
- Performs electrical load calculations and studies to determine
AC service requirements for signal installations.
- Analyzes existing circuits at field locations to create
accurate diagrams identifying undocumented field
modifications.
- Conducts research to determine the appropriate application of
state-of-the art equipment and to determine product substitution
availability.
- Functions as Manager, Signal Engineering in absence of
Manager.
- Participates in the investigation of accidents and system
failures relating to signalized territory.
- Provides technical support for maintenance personnel in the
installation and repair of signal systems.
- Performs system troubleshooting, operates various test devices
including oscilloscopes, multimeters, logic analyzers, ammeters,
etc. maintains archives of computer programs relating to signal
design.
- Burns computer chips for microprocessor installations.
- Determines test procedures for placing computer chips back in
service.
- Performs other duties as assigned.SUPERVISORY

- Signal InternCHALLENGESEDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor degree in Electrical Engineering and experience in
project management with an emphasis in Railroad Signal
Infrastructure or approximately 10 years related experience.
- Required to possess a valid Illinois driver's license.PHYSICAL
REQUIREMENTS
- Light physical effort required.
- Must be able to climb ladders.KNOWLEDGE, SKILLS, AND ABILITIES
- Must have extensive knowledge and experience in the design,
operation and maintenance of signal systems and associated
equipment.
- Must have comprehensive knowledge of electrical, mechanical and
pneumatic equipment along with the associated circuitry utilizing a
spectrum of electrical components and devices.
- Knowledge of signal and interlocking equipment capabilities and
limitations.
- Knowledge of the control and braking equipment of rolling stock
in order to coordinate same with signaling principles.
- Familiarity with electronic test equipment, oscilloscopes,
ammeters and multimeters.
- Possess knowledge and skills necessary to operate a personal
computer, be familiar with spreadsheets and word processing
programs such as Excel and Word and familiar with cad design,
particularly AutoCAD --.
- Required to write and express oneself in a clear, logical and
comprehensible manner.
- Required to be proficient in the use of mathematics.WORKING
CONDITIONS
- Usual office conditions. Safety sensitive position.
Occasionally required to work on elevated tracks, ballasted and
subway tracks adjacent t moving rail vehicles and energized power
rails.
- Occasionally required to travel to other transit properties and
contractor facilities located throughout North America.
- Occasionally travels to and works at various field
